Article 5. Bicycle, Scooter, Skateboard and Roller Skates

§5-501 BICYCLE; SCOOTER SKATEBOARD AND ROLLER SKATE OPERATION

No person shall ride or propel a bicycle on a street or other public highway of this Municipality with another person on the handlebars or in any position in front of the operator. 

No bicycle , scooter, skateboard or roller skates shall be ridden faster than is reasonable and proper, but shall be operated with reasonable regard to the safety of the operator and any other persons upon the streets and public highways.

Persons riding bicycles, scooters, skateboards and roller skates shall observe all traffic signs and stop at all stop signs.

No bicycle, scooter, skateboard or roller skates shall be permitted on any street or other public highway from one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise, except bicycles with a headlight, visible under normal atmospheric conditions, from the front thereof for not less than five hundred feet (500') indicating the approach or presence of the bicycle, firmly attached to such bicycle, and properly lighted, and with a yellow, or red light reflector attached to, and visible five hundred feet (500') from the rear thereof shall be allowed.  The said headlight shall give a clear, white light. 

No person shall ride or propel a bicycle , scooter, skateboard or roller skates upon any street or other public highway abreast of more than one other person riding or propelling a bicycle, scooter, skateboard or roller skates. 

Every person riding or propelling a bicycle upon any street or other public highway shall observe all traffic rules and regulations applicable thereto, and shall turn only at intersections, signal for all turns, ride at the right-hand side of the street or highway, pass to the left when passing overtaken vehicles, and individuals that are slower moving, and shall pass vehicles to the right when meeting.  

No person shall park a bicycle or a scooter on any sidewalk unless a bicycle stand is located on said sidewalk.   

No person shall ride a bicycle, scooter, skateboard or roller skates on a public sidewalk within the congested district of the Municipality, as defined in section 5-608 of the Falls City Municipal Code.  Persons may ride a bicycle, scooter, skateboard, or roller skates on sidewalks in other areas of the Municipality but shall yield the right-of-way to all pedestrians using the sidewalk.  (Ref.  39-688, 39-690, 39-691 RS Neb.)
